To have your design printed within the center of the orante border, you will want to have at least a 1" margin from the edge of the paper.

What weight (thickness) is the paper?

Feels lighter than a 20lb standard colored paper. Has nice texture. I’ve used these for the last two years for end of year certificates for dance recital.

What printer setting is best when using this paper and a laser printer?

We used the standard print setting on our Brother Laser Printer and it turned out just fine.

While I await delivery, can anyone tell me the margins required to setup a template?

I can tell you that the boundary of the inner area of the certificates is 1" (one inch) from the outer edge, so you'd need at least one inch margins all around.
