Do I have to prep the surface since I've used my grill several times?

Yes, the grease and oils from cooking will effect the ability of the sealer to adhere to the surface. I used a spray degreaser and a stiff bristle brush and then finished with rubbing alcohol on a paper towel.

Is this applied inside or outside the smoker?

Either one would work. The best application is inside the smoker so that the sealant isn't seen from the outside.

would this seal on a granite counter top joint?

As a contactor that lays counter tops I'd use a non-sanded grout with a latex mixing compound. It shouldn't take much.

Can it be used to adhere silacon feet to the grates of a cooktop?

It should work fine as long as it is not expected to actually provide support.
