What is the difference between the Nikon 12 x 50 Action EX Extreme (1) ATB and (2) 7246?

For a definitive answer, try Nikon USA Customer Service. From the specifications, my conclusion was that the two models are the same; except for year(s) of manufacture. The 7246 being the newer. and inflated price. Any improvements are probably cosmetic window dressing solely to justify the price increase.

Are they suitable for eyeglass wearers?

Yes. The eyecups are adjustable so you can set the proper amount of eye relief from the front lens.
