Is this paint harder then the color match enamel by Rust-oleum?

I used it and did 2-3 coats on my car as needed, then used Rutoleum clear enamel for the 2-3 topcoat layers, and I have had zero chipping or peeling.

Can i get this in a metallic pearl white?
