What is the hardness scale of the wheels of this skate?

the pictures say they're 82A so they're good for the outdoors. Durometer on A scale goes for 0 to 100 with 100 being the hardest. sometimes hardness will go beyond 100 or is on the B scale but to get a B scale on A you just subtract 20.

My daughter is 7 and uses 11 in tennis would a small or medium be better?

Small. I got medium for my six year old who wears a 12 and they are way too big. She will grow into them and maybe be able to wear them when she is a 14-15

Are these suitable for skating rinks?

yes, they are suitable for roller skating rinks, but not ice skatig rinks
