Can this be used to fix rips in outdoor patio chairs?

Probably not. The adhesive designed for smooth dry surfaces will likely have a hard time with weather and very limited contact on a woven surface. I would look for a glue or caulking based fabric reinforcement.

What size is the core? I’m looking for 1.5 inch core.

The 3-inch core will fit a standard tape gun or just cut with a razor . .the box will break before the tape does

would this work on tarps ?

If your tarp has holes or tears in it than I would assume this would work fine on a tarp but duct tape would also probably work just as well. Not sure what the question is exactly.
