Is this product certified gmp?

Yes, NOW® closely adheres to both mandatory United States Food and Drug Administration (U.S. FDA) Current Good Manufacturing Practices (CGMP) regulations and voluntary Natural Products Association (NPA) Good Manufacturing Practices (GMP) regulations.

Are these vitamins coated?

They are orange in color, not sure if that's what you mean by coated.

Where are these made?

These are made in the USA in Illinois

Is it normal for these to be coated in yellow powder? The capsules seem full, but why the yellow coating that comes off all over my fingers?

I have not experienced the powdery coating that you mention. The pills do turn one’s urine bright yellow, but I believe all riboflavin capsules do the same.
