Does this supposed to have tiny little shards in in? It’s like it crystalized!!

YES it's the urea crystals. urea has a huge tendency to form crystals like needles as you can have in the gout disease ( that is the reason why it is so painful). After 10 days the cream will have some of these crystals, may be more in this brand than in others. but that brand shows good results for he purpose I used it (plantar wart).

I see it softens dry, calloused skin. But does it also exfoliate (slough off/remove) that skin also or is this just a great softener?

This isn't an exfoliant, it's got urea in it, which does an AMAZING job at softening hard skin and reducing callouses. Highly recommend!
