Is the quality good for these shirts?

Yes. I bought it for my son about a year ago and it's still in good condition!

Anyone know if the charcoal color is 100% cotton or poly blend?

Looks like solid charcoal so I would say it's 100% cotton. If it were a charcoal heather it's a poly mix

Is the decal silk screened or plastic?

I don’t know,I sent it to my grandson

I ordered a 3T for my grandson and it fit great
