can I use on railing without screwing into railing?

It has a hole in the bottom to put over a pole so you would have to mount something to your railing that fits into the hole. Otherwise you need to screw it to the railing. Note, these are cute but do nothing to scare birds away. The birds very quickly realize it is not real and will even sit on the fence next to it.

How large is the hole in the bottom

If you are referring to the hole one uses to fill the owl with sand or gravel to weigh it down, my husband said he thought it measured around 3/4". It also has 3 screw holes on the bottom to affix it to something. In our case, we screwed into deck railing.
