No, if you want it to anchor you, you must use sand, you could use a heavy rock.

Yes, you fill the yellow bag with sand, you then sink the loaded yellow bag in the water. attach your inflatable to the handle. sit back enjoy while you float around and not drift away. I personally use mine in the ocean and I never get taken out to sea.......
