why does it have a contoller

This gadget lets you power your RC projects main thrust motors as well as your RC receiver and servos. All this from a single power source (battery pack). It delivers 4.8V to the receiver. The receiver signals it to throttle (control) the drive motors using power from the battery pack which may be much higher voltage than the 4.8V required by the receiver.

Could this be used for a 550 motor

The product description says the controller will work with motors up to a size 380. Under normal conditions a typical 550 motor is going to draw more than the 10A this controller is capable of delivering continuously and cause it to fail.

Will this work with a 12v battery?

The esc is rated for 4.8v to 8.4v. It might work up to 9.6v with a low current motor drawing less than 4A but I would not recommend trying it with12v.
