Can these be used to reshape/shorten teeth/fix chips?

that is why I got them. My dentist was amazed that I had them and asked where I got them from as that is exactly what they use! You can use them to fix chips. depending on what you want to do one package maybe enough. With my situation it would have left my front teeth with a separation that I didnt want. other wise it was working fine to smooth out my chip. Hope this helps.

Will this remove the plaque from your teeth and potentially hurt your teeth?

These are NOT for removing plaques, they are rough and remove the enamel the same way as sandpaper would. These are used to file/smooth filllings, adhasive, or shaping teeth -to create more space between the teeth (during orthodontic treatment)

Are these sand paper on a strip of thin stainless steel?

Yes they are a very fine grit for polishing out a small chip in the tooth. And they are stainless steel so they will cut you lip or gu. I find it easier to fold the strip in half to prevent cutting.
