What is the difference between size C and size D?

They are have the same size,but the Size D come with another part,please check the picture.

Will these fit the 2021 indian scout bobber abs?

Yes! I just installed them on my 2021 Sout Bobber ABS. Ditch the heat guard bolts and purchase American made. The bolts provided are cheap, to long and will snap off with very effort. I learned the hard way!
