Do these snickers run small or they big?

I found them to be a little big. But still wearable. I won't run in them though

Can I change size to size 9

Your question is a little confusing. I'm a size ten, it fit like a size ten does

I need a size 15 shoe, can you provide?

You can purchase up to size 13 per the listing.
