I have no idea whether it’s toxic. Enlarge the image of the back of the packaging. I’ve long ago discarded mine, but the photo on Amazon should have that information, if it’s readable.

Yes, it should be fine for both metal and plastic scale models.

Q: Would this work well for an autograph on a sewn on jersey number?

I don't think so because the jersey is textured and there is also an oil with the color that may bleed.
