I have a heating system with just a W and Rwire, will this supply a c wire only so i can power a wifi thermostat? do i need more wires than that?

You want the Venstar ACC0436 2-Wire Kit. The kit you're asking about (ACC0410) can technically add a 3rd wire when you only have 2, but that 3rd wire can not be a 24v C wire.

Does this work to add a "C" wire?

Yes, this is typically what it is used for. To provide a C wire when one isn't present. I used it to add a C wire to my thermostat so I could use a wifi thermostat. Works perfectly.

I have a 3 wire ac system(r-g-w), no heat. im trying to add an insteon wired thermostat. any idea if i can use this to add the extra wires needed ?

Turlock here apparently wants to sell these. But I'm not so sure it'll work with the just the 3 wires. I appear to have the same R-G-W setup on the board. I'm not going to try to install the Venstar until somebody tells me exactly how. I haven't figured it out.
