It fills the balloons with air. You need helium to make them float.

Would it work on helium balloons?

It may work on the little ones, the ones that you use for center pieces

Can you use this pump for foil balloons? Like the big 30 decorative balloons? Thank you!

Balloon designers advise against it because it can burst the balloon because of how fast the air flows, they recommend using the hand pump for foil balloons for more air control.. I guess u can use it if u have to, but I would just say use short quick bursts to have more control

Does it inflate 260 balloons

This is not a helium tank, it's balloon blower that plug it, I'm sure it will inflate 260 or more balloons.
