Yes, as long as the pvc is a pretty thick mil. I actually used it to patch a LARGE split in our in-ground vinyl pool liner and it held up very well.

It 100% depends on what the planter is made of. If it is vinyl then you are all set. Planters are made from many different materials from woven to ceramic.

Really excellent performance

This is the best. Contact cement and gorilla glue are very good, but for weatherproof performance (100F to -20F) on a flexible material (retractable pool cover), this is unbeatable, at any price, IMO.
