Will is supply power to illuminate an underwater Led strip beneath a Kayak?

As long as your LEDs draw 20 watts or less. Your power supply should be sized at 20% higher wattage than what you're connecting it to. If you'll be using 20 watts, then: 20w x 20%(.2)= 4w; 20w + 4w= 24 watt supply needed for 20 watt consumption.

Are these instant on or does a take a few seconds to power the device?

I use this power supply to provide power to the digital signal strength meter in my motor home. While I have not observed any delay in powering up my signal strength meter, I cannot say if it takes one second to power up or several seconds.
