The legal disclaimer of it contains agents known to cause cancer....what are they meaning?

A Proposition 65 warning does not mean a product is in violation of any product-safety standards or requirements.  Presto® brand appliances are manufactured to meet federal and state laws for safety and restricted substances. This warning is the result of a law approved by California voters as a ballot initiative in 1986 generally referred to as "Proposition 65 (Prop 65)." The purpose of Proposition 65 is to ensure that people are informed about exposure to any of the 900-plus chemicals on the Prop 65 list.  While we believe our products are not harmful when used as designed, we provide the warning as a result of this unique California law simply to inform consumers that the product contains chemicals on the State of California's Prop 65 list.

In this case, the Prop 65 warning is incorrect. We will work with Amazon to get it removed.

The temperature knob gets extremely hot during cooking.    Is this normal?

I find that the temperature knob gets quite warm also, but doesn't seem to do any harm.

Does it simmer well?

This is a great appliance and it controls temperature in a wide range of degrees.  You can certainly simmer foods in it.  As with every electric skillet, you will notice that the element heats up to reach temperature then turns off until it has to regain the set temperature.  This is true even of electric ovens so don't be put off by that because overall, the food will cook evenly.  I do casseroles, keep food warm and even fry in mine.
