Does this attachment work with any other brand/type of stirrer?

This only works for the StirMate.

What are the actual dimensions of the rod part only (not the stir paddles) - overall length and width?

1/4” square bar stock and 13.5”

Are the paddles sturdy enough that I could wrap them in aluminum foil to make a solid paddle? Ex: pasta sauces?

They're fairly sturdy. I think it all depends on how thick your sauce is. If it's too thick it may stress the paddles and more importantly the mixer mechanism.
