Q: I see it works up to 4,000 PSI isn't that too much to wash your car without damaging the paint

Not totally sure about pressure, but with any pressure washer you should never get very close to the finish. I have a Ridgid 3200 psi washer and it works well with it. It works so well for me, I'm going to get another 2 or 3 for Christmas gifts.

Q: Can you run a diluted mix of sodium hypochlorite through this with a surfactant?

I don't know why you couldn't, but it would probably consume it pretty quickly
