You can use it. To set the drag on a fishing reel as well. Any pull tests as long as a certification is not required. Happy testing....

Does the weight lock when achieved?

It is supposed to as long as the luggage isn't moving around too much. I find the heavier the suitcase the longer it takes to find the exact weight. More often we just use an estimate since it is accurate within a couple pounds. I do find the one I own weighs a bit heavier than the airport scales.

Can you carry it on the plane or do you have to check it in?

We used it to weight the luggage of our german relatives visiting us. They used it and it was very accurate. If it was me, I would put it in my check-in luggage. One less thing to trigger a TSA inspection of my carry-on…
