Hello. I just looked and these are made in China.

afte to use this can i put tire cleaner on it to clean my tires or will it rub off ?

Not sure but it is water based so I suspect it will wash off.

Can these be used on coloring books?

Probably not. I bought these to use on my preschool classes art projects, and was very disappointed to find that they don't work on construction paper, the paper just absorbs the paint. They DO work on coated papers, but coloring books are usually made with paper similar to construction paper.
