Teltonika RUT955 has EU/ASIA, EU, US an US/CHINA versions that covers 2G, 3G and LTE technology and the following bands: 800/850/900/1800/1900/2100 depending on mobile thecnology offered. So unfortunately, the 700MHz band is not included.

how the automatic switchover works if you only have 1 sim installed?

Failover can also be used to switch between WiFi-as-WAN and Ethernet. One of the particular way of setup is to have WiFi-as-WAN or Ethernet (wired) as primary connection, and failover to mobile network when primary connection failed. You can also do the other way around.
