Can the radius be reduced? I have a deck, no lawn so I don't want my neighbors deck be splashed!

Yes! We have a very small yard and you can definitely reduce the radius that the water hits.

I don’t know, but it is really tiny and not worth the purchase.

Can it deliver water slowly enough to soak into fairly dry soil, or so fast that the water runs off?

I wouldn't consider it to have slow delivery, so recommend wetting the really dry area first with the hose. It delivers as quickly as a regular sprinkler, but is excellent for using in a small area of dead grass as to not waste water.

Is this the kind of sprinkler that sprays the water kind of misty?

No, not misty, just a gentle spray that nicely covers a circular area about 5-6' diameter, maybe 4-5' high; I use it to water a group of small shrubs that take more water in the summer than nature provides.
