Q: Can someone plz explain to me in layman terms what the difference between 28-1 and 28-1L is?

The 28-1 has a rotary 70V transformer with several tap values and an 8 ohm bypass built in. The 28-1L is 8 ohms only.

Q: Is this a pair or just one?

Amazon lists four (4!) different speakers under one listing. You will absolutely have to determine which speaker you intend to buy. On this listing done are sold in pairs and some are sold in singles. The way the product selection is configured doesn't make it abundantly clear which speaker has option on pairs vs singles.
