Mine extends to about 4 ft when stretched to its max.

Does the stainless steel rust after in salt water ?

No, the stainless should not rust. Over N extended period you may see some surface oxidation.

How long is the strap when the two halves are buckled together?

Buckled: 9 inches. Unbuckled: about 53 max.

Is the coil part removable?

I don't think so - the swaged loops of the coil are sewn into loops of the fabric. You'd have to cut the stitches, the fabric or the cable to remove it.
