The packaging says Made in China.

Is this clear plastic or agfabric?

It is called clear but is similar to the cheap clear plastic sheeting from home depot. Translucent but better and stronger than the home depot plastic. One of my green houses "hoop house" collapsed from snow load. This plastic sheet only had a few small holes where the broken PVC poked thru. This sheeting is 1 + year old and still strong. I have used the home depot sheeting and it falls apart in less than 1 year. Now back to your question, this is not ag fabric.

I have a 12 foot by 20 foot car port i want to make into a green house.would this be big enough to cover it?

Ummm no. I assume the 12' is how wide the car port is. So this 10' wide plastic wouldn't even cover the roof, let alone the 2 sides, then the front and back. Its thick, UV protected but not magical. I'm sure if you bought enough rolls you could eventually cover it, but you would have to create some kind of seam to make it weatherproof and maintain the heat.

Is there a different top and bottom for light transmission?

Not that I know of. Nothing in papers with sheeting
