I found it plenty powerful. No cannot use plugged in, cord is too short I think. It worked really well on my feet. Hope this helps you. :)

Does it vacuum the heel skin particles up?

No the powder shaved heel skin doesn't get vacuumed up but not hard to clean

How long can it be used after a full charge?

No careful calculation, I've used it 3 times so far, about 15 minutes each time, and now there is still 65% charge.
