What is the maximum height for this seat?

The max extension mark on the seat post gives you a height of 15 inches from the top of the seat to the ground

I have a tall two year old. What would you say the max height is for this bike?

The Chicco Red Bullet is a great little bike but it is short. I can't tell you max height but if your two year old is tall, I would go with one of the taller bikes. My other grandson has a balance bike which has taller wheels and it works greart for him.

Are the tires rubber or hard plastic? The description says soft tires, but below it says puncture resistant tires.

Obviously solid foam. "Tread" is wearing off after maybe 20 miles but no chunks out despite rough terrain, and 20 miles is about all you need to move up to a real bike. Not as durable, supple, or grippy as real tires but much more convenient to not pump.

Terrain--does this bike need hard surface, or is it good on grass, rocks, hills? Our grandkid lives in a third world country.

It is good on any surface that your grandchild can balance him or herself on. The bike is more about the child learning balance and pushing them-self along. There are NO pedals on this bike. The tires are solid so you do not have to worry about inflating them or tubes popping on rocks or difficult to navigate surfaces.
