Is it just one pack for $9.99?

Yes, it was one pack for $9.99. I complained to Amazon but I was told to take it up with the 3rd party vendor. That went nowhere so I decided I would not buy things like that from Amazon 3rd party vendors again. As they say about buying things from unknown vendors, let the buyer beware. Good luck.
