Is this a rinse-out type of conditioner, or a leave-in?

Rinse out. There is a leave in for it's a 10 that is awesome as well. I have really thick hair and I only need to leave the conditioner in a few moments after distributing it evenly.

I bought the blonde one but realized there was no matching blonde conditioner. Will this one work ok with shampoo for blondes?

Yes. I've been using it for several years for my chlorinated hair because I swim so much. It should be fine for natural and treated blonde hair.
