Can this charge the Amazon fire tablet?

It should work fine with any device that supports Qi wireless charging. If your device can't be wireless charger then a wireless charger will not work. Most tablets don't have this but some may. It's more commonly found in phones, earbuds, and some smart watches.

can all three slots charge at 15 watts?

There are 4 slots. The two slots in the center appear to be for charging AirPods or Apple Watches.

Can it charge air pad ,AirPods, watch and iPhone ?

The iPad does not support the Qi wireless charging at this time however it can charge the AirPods with the Wireless Charging case, Apple Watch if you use your cord that comes with it, and any iPhone or Smartphone that supports Qi Wireless Charging standards.
