Q: Can the pedals be used in the balance mode?

Hi Yes you can. There are two settings for the pedals, the first setting is like a footrest where it won't move the front wheel and the second setting, which you insert it in a bit more, will move the front wheel when you pedal. Regards M.A.D. for Everything Making a Difference

Hi Thank you for reaching out about your 3 in 1 Toddler Tricycle. Yes, the pedals are supposed to move the wheel. There are two modes: - Mode 1 - if you don't insert it all the way it, it acts as a footrest for your child. - Mode 2 - you need to insert the pedal all the way in and there is only one way it will go all the way in. You need to align the semi-circle end of the pedal to the semi-circle hole in the wheel. If you look at the hole where the pedal slots in, you will see a semi-circle slot, you will need to align it with the semi-circle insert of the pedal. Q: Are the wheels plastic?

Hi Jennifer Yes, the wheelbase is made of plastic with rubber tracks around the wheel to create that smooth ride for the toddler/child. The material that wheel is made from is durable, strong and lightweight hence why our 3 in 1 Toddler Tricycle weighs less than 7.7lbs (3.5kg).
