Are the wheels included in the measurements? Or do they extend beyond the 22" allowed on many airlines?

The bag I received measured 21 x 14 x 9 (unpacked, wheels to handles). Packed it would be slightly deeper than 9" (perhaps 10" up to 13", if extended ). Delta Airlines allows carry-on size of "approximately 22 x 14 x 9." Approximately means approximately. An inch probably won't make a lot of difference. Other airlines vary in carry-on requirements. Southwest, for example, allows 24 x 16 x 10. All aircraft overheads are not created equal, however. If the airline is concerned, they will measure, and if it doesn't meet the overhead allowance for that aircraft, will normally allow you to check you bag (usually for free) at the boarding gate; you will pick it up at baggage claim. If the airplane is full, overhead space will be tight and airlines will typically ask people to check carry-ons at the gate whenever possible. I almost always check my carry-on at the gate, so I don't have to mess with the overhead, and keep all my essentials at hand in my personal bag allowance.

Can you somehow attach the smaller one to the larger one so you can pull them at once?

There is a fabric band across the back of the smaller bag that allows it to be placed over the handle of the large bag in order to pull the bags together.

Can this suitcase stand up on its own or does it fall over easily?

This bag falls over forward. It does not remain upright on its on. I am replacing it for that reason.
