Q: Are the suction cups removable?

You can take him off the window, and move him around but no you cant take the suction cups off the wing tips.

Q: Is the sticker a car decal? Just want to make sure it won't cause any damage or if its just a normal sticker?

It’s a sticker and a poor quality sticker at that. The intent is that you would put it on your car. I did. The thing bleached out after only a month and I took it off.

Q: Does this come in the original box?

Mine came with original box but not the sticker, I complained but never heard anything else.

Q: Is it easy to cut off the suction cups without damaging the wings?

I would think so. The suction cups are just attached by a piece of thread.
