Would this be ok for an 8 year old? Thanks for the help!

I believe an 8 year old would get bored after a while

What's the recommended age for this toy? Is it too difficult and complicated for a 5-year-old?

My 5 yo grandson does just fine.

Does this have tools that come with this?

Yes, it comes with tools. There's a tools stroage under the steering wheel.
