Yes. The entire of starainer is stainless steel except the handle.

Can material get stuck in run where mesh connects to frame? Quinoa and seeds get stuck in rim it my current set

Running water usually cleans out particles. If not I use a toothbrush (used just for this purpose) or a vegetable cleaning brush to remove stuck particles).

Are these double- mesh strainers ?

No they’re not but they have an extremely fine mesh. They work really well.
