This seems really overpriced if this is just 4 foil bags. Is it 4 packs of 2 bags (8 bags total) or 2 packs of 2 bags (4 bags total)?

It’s 4 boxes with 2 bags each. Description says 4 packs of 31.4 ounce so if you don’t get your 125.6 ounces total, return it due to wrong product description =)
