My bust is a 40 and my waist a 32 im 5'9 whst size would i need

At least a 2X. I purchased a size large and it does not fit at all. For a child Bust / arms & neck are cut -Manufactured extremely tiny Buyer Beware. NOT American sizes at all. Does state 67% percent Accuracy on fit in the size chart. Im a USA size 4 with a 38” bustline. I was very disappointed
