Can you use smaller pieces of these to burn loose incense and/or resin in a cast iron cauldron?

Breaking these briquettes into smaller pieces would definitely be quite messy and potentially wasteful. You’d probably be better off buying charcoal specifically designed for burning resin incense or maybe using auto-lighting hookah charcoal.

Wpuld this be safe to use in place of horticulture charcoal for planting purposes? (I would break up the briquettes for added soil drainage.)

Yes it will be safe to break each charcoal briquette into small pieces/grains and use it as a drainage of your soil. It will decrease the overall weight and density of the soil and allow for a better development of your plants.
