Yes it is 100% genuine LEGO. Yes it will rust if exposed to moisture.

What is the diameter of the ball?

I don't have the exact measurement, I do know, though, that it fits the standard cap sent with most FLL kits. I would estimate it at 1/2 to 3/4 inch - ish.
