Can this work with car seatbelt buckle to secure my dogs when traveling?

For car travel, I'd recommend getting climbing equipment. The forces in a car accident are too much for regular connectors. Just head down to REI and let them know what you need or order something online that is made for climbers. If I recall correctly, the KN rating (strength) for the crash-tested carabiner that comes with the Kurgo harness is slightly under the minimum for climbers.

Would this work for a 5 lb puppy? 12 inch chest, 8 inch neck

Buy a small. My boxer puppy was 13 pounds. I bought a medium and it fit him and he grew into it. I just had to buy a large he is a year old and 60 pounds. This a great harness.
