Does it really plump up lips?

I haven't noticed that it plumps my lips.

How Do I Clean This Off Of Polyester?

My best recommendation for removing lipstick from washable fabrics is to saturate the item in Formula 409 household cleaner, then wash in machine with warm water. Check for removal after wash, and if there is any remaining lipstick (there never has been for me) then saturate in 409 again and re-wash in machine. Do not place in dryer before all of the stain is removed. The dryer would set any remaining stain.

does it have hydronic acid?

no i does not have hydronic acid

I need Revlon lipstick 450 which I got from Amazon a few years ago.

Search by entering Revlon 450 lipstick in the search box at the top of the page. There are currently two Revlon shades that come up with the number 450 The first one is gentlemen prefer pink, the other is amethyst smoke I think. The pink shade has several sellers offering it at prices I found from approx. $10 to $31.
