do the Q350 pair come with grills? or do those need to be bought seperatly?

I bought a pair of these speakers and I needed to buy the grill covers separately. The speakers come as a pair but the grill covers are sold individually, so you'll need to buy two of them.

How could I hook these up to a windows 10 pc?

Not directly, you would need a stereo receiver. There is no amp in the speakers

Are these that much better than the 150's and will a loxjie a30 power these in a mid sized bedroom set-up?

These are more transparent and project a wider sound stage than 150. If your amp is not able to project well and if you dont feel the isolation between instruments; upgrade the amp latter. Almost all amps will play louder (or loud enough), you pay more for transparency, sound stage, isolation and impact.
