Why are the inches divided into units of 10 on the rule?

It is the decimal system for measuring inches, dividing an inch into tenths. Hope that helps.

How accurate is this? I bought a cheap one and after zeroing it the digital read out is probably 5% off the visible reading at say 100mm

Exstemly accurate, has been able to stop me using imperial bolts in metric holes.

Does the vernier remember its position when turned off?

Yes it does, As long as you don't adjust it.... if you accidently move then it will show the measurement of the new reading, unless you zero it.

is this good in a oily enviroment taking reading off oily sheet metal oily hands etc .

Can see no reason why not, normally would expect to take readings clean!
