If this is for now; a one and done, I’d get the 4. If it’s for Halloween I’d get a 5 just in case it’s cool they can wear a thicker layer underneath

I say the 3/4t. Because if it's too long then you can always sew it or roll it up. Also on the head piece, I recommend, you cut out pieces of cardboard and glue inside of it so it can hold its shape.
