No they will not stick if you wash them in the washer

No. For weatherproof you need vinyl labels; these are glossy paper.

Can these be worn as name tags or will they damage clothing?

Yes it will damage your clothes. The glue doesn't come off. I'm still cleaning it off my furniture with Vaseline. When I moved I used it to color code.
